Dean Arbagast was a stockbroker. He was the broker for Gregory
Belson who had insider knowledge on a new drug that was being developed by GothCorp. Belson put all his money into the drug. However, it turned out that the drug had dangerous side effects and the FDA halted development. Belson then had to come up with 2.5 million dollars to pay back Arbagast. While investigating Barbara Gordon's capture their investigation led them to Dean Arbagast. When Batman and Robin went to see him Arbagast recieved a call from Belson asking to prevent foreclosure for one more week, and he would have the money by then.
