Fear Gas is the main weapon used by the Scarecrow. It was created by Dr. Jonathan Crane during his time at Gotham University. The gas affects the brain making its victims see their worst fear. Scarecrow made another version of the Fear Toxin which was in a powder form. This version of the Fear Toxin would only work when a persons adrenaline started to rush.
